The net neutrality guidelines can be split up into two parts. The first part states the three general rules, while the second part goes into some other specific things that net neutrality does. The major rules are no blocking, no throttling, and paid prioitization. The first rule, no blocking, is pretty straight forward, the internet providers cannot stop you from visiting sites that you want to visit. The second rule, no throttling, keeps internet providers from speeding up or slowing down the sites you visit. The third rule, no paid prioritization, makes sure that the internet companies do not prioritize one site over another.
The net neutrality guidelines also do a few other things as well. A general conduct standard is also in place under these guidelines. This standard makes sure that the companies that are affected by these guidelines follow them by adding consequences for those that do. The FCC can also use this standard to police the behaviors of internet providers that are believed to be a threat. Sometimes, internet providers and companies get into disputes. To prevent this from happening, the regulations also offer a spot for companies to file complaints about unfair private interconnection deals.
Net Neutrality affects a variety of people and groups. It affects all people that use the internet, which includes most smart phone users, most laptop/desktop users, and smart television users. It also affects cable companies by setting rules that they must follow. Net neutrality also affects wireless carriers in this way. Even telecom companies are affected by these guidelines.
I believe that net neutrality is not completely bad, it does have some good qualities. However, in my opinion, it also has some bad qualities as well. Internet companies should be able to throttle your internet speed and be able to have paid prioitization. This would mean that you could pay less for internet with a slower speed than normal, or pay more for faster speeds that are not currently available. If internet companies can be paid to prioritize certain websites, then they could have more money to use toward reasearch and development. Private deals that are deemed unfair by an internet provider should be settled by the provider and the other company involved, not by the FCC. I think that the general standard should be used by the FCC to police companies, but there should be specific guidelines that state what a threat is considered as.
I think that the government should replace the FCC’s guidelines with legislation. The legislation should repeal the FCC’s guidelines and should regulate the FCC’s power to police companies that are affected by their guidelines. The legislation should also take away the last two main rules. Private deals should be changed by the regulations. The bill should make sure that the deals between the internet providers and the companies affiliated with them are handled by the internet providers.
